The New Council was a government body that was appointed by Imperial Sovereign Torr 12th, the high command of the Imperial Guard, and the Fist of the Shi'ar People that completely replaced the Imperial Council during the reign of Torr 12th.
Unlike the true Imperial Council, the New Council lacked true legislative powers, being a mere advisory body.
