The True Imperium, with it's capital on Rodia, was a successor regime to the New Shi'ar Imperium. It was nominally led by an Imperial Sovereign, but the real power was in versions of the Imperial Council and the Assembly of Alien Races.
The True Imperium eventually joined the United Worlds.
